With the hill, how far would one lap be? Maybe not optimal for hill workouts but it mix up some track tempo type stuff.

This thread makes me think of the aviary at the Queens Zoo. Anyone been there? It is a geodesic dome from the World's Fair. It has a walkway that spirals up and then back down, creating a loop. When I visited there, it took all my effort to keep me from running laps on the thing -- it looked like it would be great! Found this pic on flickr which gives you an idea of what it looks like.

Now, a spiral track, that would be awesome!
Can you imagine any of the spring races on that? Distance races are easier to picture...think XC. But sprint races would be sweet!
Now does anyone question why Spain is on an unsustainable path to debt destruction?

What I find amusing are the mountains in the background....how about doing your hill work there?
There probably is a lobster phone in the locker room.
I laughed a lot at this.

Seriously. It looks terribly uncomfortable to run on.
The 5th photo is photoshopped (fencing at left edge of hill is depicted in front of the tree branches) and it appears that this image exacerbated the intended second fall line (towards the inside of the track).
Based on the other images, I think it would be sufficiently 'comfortable'.

Looks a bit like McAlpine Creek Park if you only run the hill thrice for a 10k...
That is nothing like McAlpine! That hill at McAlpine is a BEAST!
At what elevation does a speed bump become a hill? That thing is barely five meters high. Look at the mountains in the backround and tell me just how useful this mole hill is.

it's just weird that it's banked at all really
I had the same thoughts on the banking. This is a lot of banking for such a slight curve. It looks almost but not quite as steep as an indoor 200m track, which is a much tighter turn. It would be a disadvantage to be on the outside lane of this track.
Wow, you must really worship your college professor. I can see you now, hanging on to every word at some coffee shop, in some quaint New England town, wearing your little Che Guevara t-shirt, full of hope for a world without the big mean corporations...
I'm guessing you never heard of the PSOE?
I'm also wondering why they even bothered to put lanes on the hill. There's no transition from the flat track lanes to the hills lane (dashed lane lines)

LOL. Fully agree. That was the point of my other comment with the clip of Anton Krupicka.
Thought I was right about this, but ... upon enlarging the photo I referenced, I see that some of what looked clearly wrong to me could be other trees behind the fencing, in the distance.
Stubbornness is valid when right, but humbling when wrong.
Sorry -- will go back to my non-architect, non-detective activities now. (You were right about that, too!)
It would serve one purpose to me. If the local high school or college ( whoever owns the track) has a cross sountry course, they could finish on the track or near it, with an all weather hill. The future. Embrace it. Soon, you will marvel at the progress generations after you will make.
And then, even you will start sentences with " when I was your age.."
