the average high temp is 106 in june and 115 in july. That will be dangerous for athletes and spectators.

this seems clearly correct to me.
and really i don't see why people would think a terrorist attack is particularly likely at all in qatar. is there a history of terrorist attacks there? at sporting events in the middle east?
i think the decision is awful for many reasons. a potential terrorist attack is not one of them.
