Withholding rent seems excessive, they are being responsive. Every time something breaks you want to withhold rent? Newsflash - things break. You should be grateful that you have a landlord that is making an effort, there are some real deadbeats out there, your landlord doesn't sound like one of them.
I agree with the concept, but it's hardly good faith if they are not fixing the problem. Merely sending a repair guy over to leave a note isn't good faith. That's called putting up smoke and mirrors to protect yourself legally. If the OP tried to take legal action, the landlord has evidence they are trying their best. When in reality, they are not.
For the OP, when my heater wasn't working last year, I just lit the pilot light myself. Just go to the furnace and light the pilot yourself. There should be plenty of online instructions for whatever model you have if you are not familiar with home repairs.
