Cierpinski was definitely doping, as stated above. He would still have been a good marathoner but probably not nearly as good as he was with the DDR docs on his team. The '76 Olympic Marathon was an occasion of "what ifs" for the US. Shorter ran his second fastest marathon ever. Kardong cramped just before the stadium and could very well have held on for a medal otherwise. And Bill Rodgers, who ran 2:10:10 two months later, had a very rare bad day. Had the dice been rolled only slightly differently it could have been a 1, 2, 3 race for the US. Evidence suggests that Cierpinski was part of the the East Germany State-Sponsored doping machine back then.
Don't you do any research on the historical record of doping in E. Germany & the Soviet block nations? E. Germany was bad with forced doping of it's Olympic athletes. The Soviet Union was also out of control (though things aren't much better with present day Russia. Lol.).
Cierpinski was listed in E. Germany's top secret doping program "State Plan 14:25:"

In the ESPN article it is stated that Bill Rodgers won Boston and NYC in 1975.
Rodgers did win Boston in 1975 but his first NYC win was in 1976. 1976 was the first year that the NYC marathon was run through five boroughs.
The war on truth exists in areas even there there is absolute documentary evidence. Cierpinski was doped. No question about it. End of story. He also had the benefit of runners like Galen Rupp, doing nothing but training. I seem to recall the American Rodgers was working a full time job teaching school at that time. The DDR people know they were cheats and no about of lying will change that.
