No, 15:03 is really slow for a mile.
If it is graduate school, your writing is probably more important than your running. Write on your resume that your writing has been seen online on Let's Run...
Example:
Writer: 2007-present
Wrote for online websites such as Let's Run.
Don't include it. If you appear to be that serious about running that you reference it in your resume the interviewer may assume that you care more about the running than school.

Any good employer will also ask for proof of your 5km time. You better attach the result sheet.
This should be good for your application at a running specialty store.
When i applied to grad school i left it (it = i ran for the university and was team captain) out of my resume but mixed it into my personal letter. I believe it helped in separating me with candidates of similar qualifications.
Maybe if the time was actually impressive. If it was on a track, everyone and their sister (if their sister is a world-class distance runner at least) has run 15:03
unless your PRs helped you be all american or something, leave it off. even if they did, leave them off, and list instead the achievement and relevant attributes that the accomplishment required.
if someone put a 15:03 on a resume that crossed MY desk, i'd call the kid in for an interview, at least, so he could meet me and the other resident runner who both hold better PRs and don't list them on their resumes

If the admission criteria includes the phrase "must be able to run 5K in a shade over 15 minutes" then yes.
Otherwise, no
They may care that you ran for a team and can speak to / demonstrate teamwork, blah, blah, blah...that's it.
I'd recommend you use that line to convey an additional accomplishment relevant to your academic resume. Hopefully you have one.
Let's say the admissions person is not an runner. In this case they won't understand 15:03. Under your education you could list activities and say that you are sub 5 minute miler. Even though 15:03 is 3 sub 5's most laymans will undestand and think wow this guy is in shape with a sub 5.

Don't put it in the resume. Put it in your cover letter if you must. Something along the lines of how running has helped you in your mental strength, how you've worked hard to get to a 15:00 5K and how you can transfer that same qualities of hard work and mental strength to succeeding at grad school. Better yet, it's good to have a website where you can put all your documents and also include your extracurricular stuff on that page. You would need to include the website address in your application documents. Something like:
