Yesterday, the 4A Alaska State HS Cross Country Championships were decided by whose chip crossed the finish line instead of the first torso. Shouldn't the first torso be the deciding factor? This news article claims ". . . but not in races that use chip timing."

I think this is very wrong, but is this what is becoming normal, now that chips timing is becoming the standard?
Also, the third runner to cross the finish line was disqualified because she lost her chip during the race.
