That sometimes happens with the on-screen clock; there is a residual error of 0.2 here. If you look at the frame at the beginning of the home straight, around 1:27 of the race, you'll see that the stadium clock on the infield is 0.2 secs up on the running clock in the corner of the screen.
It can sometimes be more than 0.2. If you look at the Mile WR from 79, the onscreen clock shows 3:47.9 as the athlete crosses the line, it then jumps forward a whole second and stops at 3:48.9!
