Meadows has not called out other women publicly, she did not name any names, so I don't think what she has said is in poor taste. Meadows has simply described the attitude of other women on the circuit and confirmed that she doesn't share it. I think that is noble of her and definitely makes me root for her more.
In your post you expressed (1) on the one hand the view that Semenya's personal medical information should be private to her and (2) on the other hand the view that Semenya's competitors should have access to this information.
Those two views are obviously diametrically opposed to each other and it is intellectually incoherent to argue both of them simultaneously. I agree with (1). It is an obscene idea in the modern world that an individual's personal medical records should be in the public domain. And if any of Semenya's competitors don't get that (I understand how hard they have worked etc etc) then they can STFU.
I don't think the IAAF realistically do anything further about the Semenya situation - that ship has sailed. They could potentially do something to stop a situation like this occurring in the future. They could (from 2020 for example) (A) define exactly who gets to compete in women only competition (B) establish a test so that all who want to compete in women only competition HAVE TO take to meet the definition. No exceptions. Certain standards would really reduce possible litigation and give athletes confidence.
