The video was done in connection with the 4x400m relay at the Penn Relays (men's 50+ race). The interviewer didn't realize that Allie (aged 62) had run that fast and was pretty incredulous.
Also, Flotrack filmed the race (I think) and the guys commentating made a comment about Allie's 55 second opening split-- "55? I don't think I could run 55 right now", without realizing that Allie wasn't even "just" 50, he was 62. The anchor, on the winning team, who was in his 50s, ran 52! Those guys looked really good!

I'm 49.
I have never broken 60 in the 400m.
I ran under 16:00 for the 5k until I was 41.
I did repeat 400m's around 73, 74 with a slow 200m jog recover.
The lower 400m repeats do not mean as much as the ability to sustain a good pace after 5 or 6 minutes in the race.

I would imagine that someone who can run a 15:30 5k MIGHT be able to get close to a 60 last lap if they were in a very slow race. But a 16:00 or 16:30 runner will be tired and even if they can kick, that last lap is likely to be a 65-70 and not 60.

I was doing mostly 150's 300's and flying 30's and 60's on the track at 90-95% with full recovery - 4-5 minutes. So in the pool, it was "aquajogging" in the deep end with a flotation vest. After a warmup, I was doing interval type workouts that would be the duration of a 150 - 20 seconds; or a 300 - 45-50 seconds, etc. Of course the recovery time was a lot less - like 1-2 mintues of easy. 6-10 repeats.
