I only remember for sure Hertz and Thrifty, have rented from a couple others but I forgot which ones. The cheap ones like Thrifty advertise very low prices, but they don't include a ton of fees and ends up being same price as the bigger ones like Hertz. So I say just go with the big ones like Hertz right away, it feels better.
My company uses Hertz so that's what I generally use for leisure as well. It can be more expensive, yes. However: one year, we rented through Hertz, got a Nissan Rogue. It was a nice car. The next year, we rented less expensive Thrifty, also got a Rogue. It was a lower model and was a not a nice car.
Sometimes, you really do get what you pay for.

Good cars, good prices - local car rental company in Georgia: https://car24.ge/rent_car_batumi/
I really like to travel. This summer, we vacationed with friends in Albania and rented a car. I got lucky with https://www.addcarrental.com/albania.php and renting from them. Excellent service and low prices. There were no problems with the return and even gave a few hours of rent.
