Granted yes I'm from California, and while you may feel safer in the PNW you can't stop Californians from travelling or moving to the PNW. If you're in Spokane you may have a lot of Russian immigrants, masters at scamming the system for free money. You don't think they will go for gold if you happen to rear end one? They'll show up to court with a neckbrace and a psychiatrist suing for emotional damages on top of physical damages. If all you have is your home (in your name), you might not have that for long.
Are you really an attorney? Do you know much about the legal system? Your statement would indicate you do not.
Yes, when you are sued there is always the risk of an excess judgment, that said, your insurance company is going to defend you and do all they can to settle the case and avoid the risk of an adverse decision at trial. Even a good plaintiff's attorney recognizes there is a risk for taking a case to trial.
Should you get to trial or even arbitration you still have to prove your alleged injury to the jury or arbitrator. Wearing a neck brace and calling a psychiatrist is nice, but juries aren't full of dummies and arbitrators are in many cases attorneys. The defense may even have done a DME in which case they will argue against your injuries unless such exam finds they are as alleged.
Bottom line, if you carry reasonable policy limits - 100/300/50 - you should be fine and so will your home whether you live in California or the Pacific Northwest.
Now back to our discussion of the Goucher house, which might be "cheap" in some small areas of the DC area, but would be expensive in most parts of the country. In Forest Heights it is slightly above the median, but there are a lot of $500K+ homes up there.
Finally, are we sure that is Ben Andrew's wife? I thought he was married to someone else - perhaps he was and has remarried?
