it obviously isn't 5000 gallons considering beef is like $2-3 per pound and 5000 gallons would be over $5
I work in the water industry and in reality, 5000 gallons of water to a farmer is incredibly cheap. Even here in high cost Northern California.
5000 gallons would cost your typical SF bay area home customer about $25-30. But out in the turlock/modesto irrigation district, farmers get the same water (untreated though of course) out of Yosemite Hetch Hetchy reservoir and the Tuolumme River for $8 per acre foot. They are alloted 3-acre feet a year, which means they can flood their fields 3' deep over the course of the year). Anyway...an acre foot is 325,851 gallons. So... at their current water rate, 5,000 gallons of water costs only 12 cents.
