Your body radiates heat. This is why you get colder when the wind is blowing than when it is still. They wind is both blowing the heat off your body and speeding evaporative cooling. When you put ice on your body, the heat rapidly dissipates. When you walk around the block, it would have to be so cold and windy that being outside uncovered would not be good for you in order to achieve the same effect.
took an icebath after my run today, boy was that an awful half mile walk back to my apartment.
