Portland runners are certainly not deprived of the basics needed to succeed in XC/Track. Oregon athletes do have access to resources that Portland athletes don't though. U of O has alter G's better training facilities, larger athletic staffs. Oregon has a two or three week preseason camp at Sun River every year. They have a track. They certainly get better gear. They have a significantly larger recruiting budget. I have seen on one altitude tent companies that they have done "studies" with the University of Oregon. I don't think anyone can refute the statement they are the best funded team in college. All of this doesn't mean Portland cannot succeed, but to say Oregon doesn't have an advantage is just ignoring the facts.
