I think it is an IAAF rule because they want something that can measure false starts.
At the state meet in my state there was a guy who ran 49s from a standing start. He was the only guy to start like that out of all the divisions. I think he was new to the event coming down from the 800m (with a best time of 2:02 the year before). He was a junior so it'll be interesting to see what he does and how he starts next year.

Salient information follows:
She ran with the men.
She didn't use blocks.
She placed third in her heat.
I unfortunately didn't catch her time.

Also of note, an 11-year-old sixth-grader ran a 4:50-odd 1500 meter in likely the best performance of the meet.
The announcer, figuring the kid would drop out after a lap or two, had reservations about announcing him as the heat leader until the third lap. (He ran in, and easily won, the girls' heat.)

Her official time was 54.31. She seemed to shut it down after about 300m. Coasted in.
She did not run the 1500. The meet announcer did say she was in the race after about a lap, but it was just a girl of similar build, hair color and singlet color. Vessey was on the infield talking to her coach at the time.

Well, I hate (not really) to say I told you guys so but I told you guys so! She ran sans starting blocks! Idiots.
