no, this is wrong, u do not get the trade in value plus the rebate. the program has 2 goals: 1-stimulate the auto industry 2-get fuel inefficent cars off the road
if you trade the car in and its resold, then ur not getting the bad gas mileage cars off the road
the way it works is, if u have a car, less than 25 years old and w/ worse than 18 mpg, u can send it in, and u can 4500 of MSRP on a new car from the dealership. the dealership then kills the car, and gets 4500 from the government.
