Should I be able to break 16 yet based on others' experience? Are the recoveries too long?

Not a chance. You're lucky to run 16:20.
This works out to a 15:57.

The last rep and the statement that it was max effort make me think you might not quite be there yet, however I think 2:30 is short rest for mile reps.
I'm also shooting for 16:00 in my next 5K in a few weeks. I have been thinking that I need to be able to do them all under 5:05. Plus, I'm more of a gamer than a trainer, maybe you are too. Go out at 5:05 and see what happens.
