A toe-runner is someone who strikes on their toes (i.e., does not hit the mid-foot and roll through the ball of the foot). Sprinters are most efficient when running on their toes, but distance runners are not.
I know an instructor like you, if that is you.
I know a running drill that would probably help.For runners it is suggested to do them on grass and of course we don't do them all the way up on the toes like that but as high as we can go.
The drill is called walk,skip,and jog on toes. First walk on your toes pointing straight ahead for about 20m.Then if you need a short rest....fifteen secs do so, then walk back 20m with your feet pointed in on your toes, then walk the 20m or more if you can with your toes pointed out. Now,take a short rest and skip 20m with your toes straight ahead,then skip back with toes pointed in, then toes out. Then jog on your toes all of the different ways. Build up to several sets of these. The toes pointing out is going to feel really weird and your knees should be pointed out also.They helped me a lot with my running.
One can also hop on one leg,not on toes, forward and backward untill you get a good burn. Then hop side to side after a short rest. Do each leg.Later, alternate legs but hop forward and backward then side to side all in one motion.
One can also do very fast hops like skipping rope real fast and do them on your toes but not up on them like that video.Never let your heels touch but hop real fast and just barely let your feet come off the ground. After a few weeks try on one leg if you desire. I hope I have helped you but if not just disregard and good luck....BamaCoyote

Did anyone actually read the op's question. He knows it's inefficient and is looking for ways to minimize it.
After an extended period of proper distance training I'm imagine this issue would largely correct itself.
May be something to best address with a PT who specializes with running related issues.
I see this is from 14 years ago but I can't imagine running on toes with toes striking first. If you mean a kind of forefoot runner, if someone did this and had no injuries, would you really want to severely change gait?
