Wind Briefs. Not too expensive and my peen has been happy ever since...
I would also recommend compression shorts with a wind panel.
On the few instances I've been caught in the wind and cold without them, the best quick fix is: Take a glove, put it down your pants, and use that to protect your crotch. Your hand will be fine, just put it inside your sleeve.
A nice thick sock on your jock makes ice baths a lot more bearable too.
It's not even that cold yet. If it's over 32, you still have to wear shorts. If colder, go with tights w/ shorts over.

My dick never gets cold no matter how cold it is outside. I never realized it was such a problem.
I bought a product, Brooks Runderwear, a few years
ago for that very reason.
Like HRE mentioned, that is the second pair of
underwear that I wear on cold days.
I would wear a third pair if the temperature got
on or about zero degrees fahrenheit.

Yeah, it's called frostbite. If your nuts get that cold you got other things to worry about than just your sperm count.
P.S. Why do you think they cryogenically freeze sperm donations? Because freezing sperm doesn't kill them!

why shorts over tights? tights over shorts makes much more sense...gets warm, then take tights off and you are wearing shorts. also, i like tights if it is below 40F.

That wise man may have been me. I once posted that (but who knows who else has posted the same thing)
Allow me to elaborate. I swear by this method. Simply safety pin the sandwich baggie over the front of your underwear, as a kind of plastic shield. It acts as a windproof barrier. Just be careful with the safety pins!
I live in Miami now, so this is no longer necessary. But in Chicago and Pennsylvania, it used to save my goods. I am not the happy father of two.

Thanx everybody for your suggestions. I went for a brisk 8-miler this morning and wore a sock...kept it warm but not warm enough, esp. since its only getting colder.
So I'm going to buy some tights, runderwear, and maybe track pants and a running jacket already.
I've nearly forgotten what real winter running is like...I was in a warmer part of the world most of last winter.
