Look for biking tights as well. I bought my wife some with a waterproof/windproof front a few years ago. They were about twice as much as a normal pair, but she loves them.
Got scotchgard? That or some other spray-on waterproofing substance should do the trick.
Cycling gear is about 15 years ahead of running gear.But yes, cycling shorts have waterproof/windproof/bombproof tights.

yes....nike makes a few varieties that have waterproof fronts. clima-fit/storm-fit is their name for it, but they work pretty well.
