STRENGTH is a big advantage for developing SPEED. Men, having more testosterone will develop strength and mass more quickly than women. Women, not having a lot of testosterone will develop strength without developing mass, thus their strength development might be hampered by lack of muscles.
Also, if you look at the current top tier sprinters they ave less bulky than previous sprinters. The tall, strong, lean sprinter is coming back into vogue.

actually being bulky does not help reaction time or help you hold form in a 100 or 200. Size can hinder some athletes as they round a turn or in the final meters of a sprint as all the phosphates and sodium in their nerves have been exhausted in their muscles. Larger muscles requires more phosphates and more sodium.
Leaner athletes (that are not lanky) actually hold speed towards the end of a sprint much more so than a bulky athlete. Also when activating muscle fiber in the start, a smaller (well trained) muscle reacts more quickly and has a higher activation rate than a larger muscle. Also the larger bulk will create more air resistance.
The comparison can be made of drag racing an indy car with a tiny gas tank or a Dump Truck outfitted with a jet engine and a tiny gas tank. They're still both fast.
IMO bulking up helps a small proportion of athletes who have slightly less FTA fibers than their competitors and are trying to improve the muscle composition of FTA- of course at the hindrance of their air resistance, start, and ability to hold form near the end. If they are going to bulk up, a much larger training regimen needs to be included that improves nerve response, muscle phosphate storage, and skill in holding form (and thus speed) through the entire race.
Hate to point out the obvious, but dont you think this goes back to drug testing? Look at FloJo and then look at this crop of girls. Surprisingly they actually LOOK LIKE GIRLS.

clearly explaining why there is a lack of bulky guys in sprinting and that all of them are small and lean
