For what it's worth, I went from 17:22 as a freshman to 16:26 as a sophmore with no running in June and half of July. The thing that got me into shape was an hour run 3 x week for the middle two weeks of August that was split 30 min easy and then 30 min hard (but easier than tempo) over pretty hilly terrain. I set a PR every week that season.
The biggest thing for you to keep in mind as a high schooler is that while the guys on message boards like this talk about their improvement thanks to high milage, they're all fully (physically) mature adults. You're still growing, and the lion's share of your improvements will come from consistent, injury free training of almost any volume, and physical growth and maturity.
