it depends on how fast your are now
you should be able to affect your time by 5-15% depending on how trained you are now. You could improve strength and running mechanics to develop more force application and frequency in foot strike. So, if you are a 12 second 100 meter person, it is not impossible to improve by 0.6 seconds in a year. If you have absolutely no training and strength development then the improvement could be even greater.
