start by telling your coach. then go see your compliance office. honesty from the start is most important.
If you were on the roster at any point at the school you are currently attending, you have to get an official release from the athletic department before other coaches can even talk to you.

I think you can contact other coaches if you want to, but I believe they have to follow a strict policy for transfer students. So they may immediately request that you get a release before you really talk. It depends on the coach how strict they are about getting the release, but they dont want to be penalized for talking to an athlete when they are not allowed. So you would be doing them a favor by getting the release before contacting them
You should know that if you contact a school, they are required to notify the school that you are at that they have been contacted. So, if you are not wanting your coach or school know you are looking around.......
Regardless of whether you were on a team or not, if you are attending a college you need to get a waiver for any schools you are interested in to speak with you. I've had a number of student-athletes who have transfered into my programs. Even for those who did not compete at their previous college, we had to contact their athletic department and get a waiver.
That's the basic process for DI and DII. If you're currently a DIII student-athlete you can fill out a form that allows you to "self release". I think this only works for a DIII->DIII transfer, but don't quote me on that I don't have to pass the DIII test.
As mentioned above, best to be on top of things with your current coach. Even if you feel you don't have a great relationship with your current coach there's a lot more chance for the process to go smoothly for you if keep him/her in the loop rather than addressing the situation after the fact.
If you want to keep it on better terms with your current coach, say you want to transfer for different reasons than running somewhere else.
