This is monumentally stupid. Interval workouts are pace workouts and aren't necessarily designed to have you running all out. Many times, it's more important to run the correct pace than to run harder.
Every team has a guy like this. Your coach should say something if the guy is screwing up his or others' workouts. I always felt it was better to let guys like that do whatever they wanted until the last repeat and only then put the hammer down.
