Another factor to consider is that France has the toughest anti doping testing and control in the world. So more French athletes who are cheats will be caught by default under these circumstances. It would be interesting to see how many athletes would be caught if such a tough system was in place in a country like the UK or the US or China. I think the list of cheats exposed in these cases would be a very long one indeed.
