My PR's are out of whack, but as for a straight up 5k on the track:

However, I averaged 14:48 in my 10k PR (on the track as well) and have run my 5k pace for 10 miles on the road. Never really understood how every 5k race after my freshman year in college I bombed. At least it makes a good story.

17:48 now - in mid-40's. 16 as a young man. I would guess that only a small percentage of people on letsrun reported their PR and many people are making up times. There are very few people doing 15:45's in local races and maybe 10 people under that time even in large races with 3000 people or more. If 15:45 is the median, than the letsrun community is only the top <0.5% of people who race.
Most people on here are probably in college, which means 15:45 is probably the average time. After all that is about 150th at the Stanford invite alone, and that is for those who get in...

I think as more and more people get into Letsrun the medium PR will get slower.
There are many novice runners or people getting into serious running after age 35 which would not likely have PR's under 16:00.
ive done 17:52 off basically no training for 2 months at age 15. havent run a flat 5 in a while tho.. last time i did one was an uphill off road course i did in 18:03.
