Please do not use Salesianum's multiple state titles as a reason why the state should do better then it has.
1. The organizing committees do not encourage or support out of state competitions, that's one reason why Delaware hasn't done much on that scene.
2. Sallies has won so many championships for a few reasons:
1) THEY RECRUIT FROM FOUR STATES!!!
2) They are an all boys catholic school that gets kids who have grown up doing the CYO, are disciplined and have to participate!
3) There are only 2 divisions in delaware, big schools and little schools. Sallies would have been creamed a few times by archmere and tatnall had they raced them in certain years. That would have cut down on those 31 championships.
4) They rotate the state meet, instead of having a neutral recurring site. When it is upstate, it is an advantage to them (as well as other up state teams) because down state (below the canal) has ZERO hills. AND the down state teams are usually division II, so they don't race sallies at states, even if they had teams good enough to beat them.
They have several serious advantages that have contributed greatly to their number of championships.
They've done the miles, put in the hard work have had great coaching, BUT those advantages are the main reason they have so many championships, not just being good. The same could be said of Padua, Ursaline and St. Marks.
The best sallies kid? It's a toss up between Eckstrad (spelling?) and DellePelle. Dom was faster on the track, Eric was faster in cross.
