First, Gerard and Evans left of their own accord. Gerard was not forced out. He was not given more pay, but he was not forced out.
I don't know what the deal with Weir is. I have heard that the Stanford track program has lost quite a bit of money since the departure of Vin. He is probably the best fundraiser in the NCAA and Floreal is completely unable to match this. That's not to say that they are running low on funds for scholarships and facilities (Stanford is, afterall, a fairly wealthy school with many endowed scholarships), but they need to be aware of their costs. That's one of the reasons I think the team has been traveling less recently.
I think, more importantly, this may be the start of something more interesting. Edrick clearly has certain priorities as head of the program, but I can't see him staying in that position for long, even if the AD is a bit dettached, if there is constant turmoil and the program degrades. The jury is still out on Floreal - he may have some grand reason for doing all of this, but right now it isn't very apparent or helpful. Any misstep, and we might see Stanford seek out a new "Vin" that can raise funds and recruit with the best of them and rebuild the track empire to compete with Oregon, UCLA and USC in their conference.
