If all of Geb's worthy competitors are on drugs then being on drugs doesn't take anything away from his success. It's actually more impressive that he is running so much faster than everyong else. Similar to Lance killing everyone in a drugged up Tour. You would expect for runners to be closer to him, in the same way you would expect more cyclists be be close to Lance. If they are all doped to the gills then they all should be just as fast. In the early 80s it was much more likely for a runner to be using steroids or blood doping. In the 90s it was all about EPO. Now it is back to the undectable, though extremely expensive, blood doping and hGH. Steroids and EPO are also still very undetectable if used correctly.
It's very naive to think all of the top elites, the world record holders and gold medalists aren't on something. There is too much money involved today and too many ways to get around the tests. If I gave you a 4 year supply of an undetectable drug (hGH) or gave you enough money to blood dope for 4 years and you were able to drop from say a 2:10 marathon to a 2:04, or from say 27:30 to 26:30 in the 10k...basically going from a world class or national class runner to a winner of races, money, and gold medals you wouldn't do it? There are too many agents involved, too many managers with connections and money. It's a similar problem, and a much more deeper problem, as cycling.

It's beyond cynical to automatically assume that they all are on something. Particularly when you have no personal exerpience living in that world. A small dose of cynicism is healthy. Assuming every performance is tainted is every bit as mindless as assuming all are clean.
