I will provide you appropriate information. Bids are received and evaluated against each other. One of the premises is that the NCAA Championship in Cross Country, Indoor Track, and Outdoor Track should go to an institution which will commit to all the things it needs to do in order to run a great championship, and have a facility which will allow for great competition. Indiana State has a great course and a fantastic meet management structure. Anyone interested in bring the championship to their institution has to really work to match what ISU does. So many people don't see behind the scene, the hundreds of volunteers, the funding needed from both the institution and the city. It is more than just running the meet, although that plays a large role. So far, no one has achieved a bid equal to ISU's. That is why they keep getting the championship. It would be nice if other institutions took what ISU has done and used that as a benchmark to improve/design new facilities. In theory, it would be great to move the meet around each year. In practicum, very few coaches/institutions seem to have the desire to do all that it takes to run a quality meet.
So for now, ISU is way ahead of the game.
