On other tracks where it's not marked, people usually move out if you ask them politely. If they don't, you go around. It helps to explain that one reason to do it is to lessen the wear on the track so it doesn't have to be replaced as often, which gets a favorable response from taxpayers.
My local track has signs like this also, in addition to signs that read "no bicycles, rollerblades, or skateboards on the track." Nevertheless, when the weather gets warm, I have to deal with thug parents bringing their kids to the track and letting them swerve their bikes across all eight lanes.
I've tried yelling, "passing in lane one," as well as telling the parents that bikes aren't permitted on the track. Neither strategy works, of course. So, I found a flat, low-traffic, rural road near my place and simply marked off every 200 meters with the wheel.
