Exceedingly unlikely. Morcelli's prime came well after the introduction of EPO, and his times are still very, very competitive with the best of the EPO Generation.
And make no mistake, the advantage EPO offers a middle distance runner is massive. If many of the top athletes are taking it--as was certainly the case before EPO testing was introduced (and is true to a lesser extent today), it is about as safe a bet as possible that the fastest will have been on EPO.
