No team that looks like a top 10 national team to my eyes. Dinzeo the clear leader of the pack on the men's side (no, Burleigh hasn't showed any evidence @ Ship of being in that league over 8k/10k). The team race looks like Haven vs. Ship, with Haven as the heavy favorite until Ship puts all those track points on an XC course. Here's a quick top 5, that will change big time once teams start racing and will change a lot before PSACs in 10 weeks.
Pre-Season Top 5:
Ship - brought in solid athletes like Nissley and Groh, but they might not crack the top 7 on the conferences deepest team. There are potential all conference runners up and down the roster.
Haven - Traditions run time similar to last years team, looks like another 12-15 nationals finish for Haven
Cal - to be clear, I'm not sold on Cal, I think there is a big gap from 2 to 3 and 3 to everyone else
Rock - returning 4 from last year's top 5 team
Edinboro - If coach Hammer is a great coach, it will take him another year or two to put his stamp on the program and get Edinboro back to contending every year, if he's not a great coach there's trouble ahead for the Boro.
The women's side is a vacuum, no top 50 athletes returning from DII Nationals. Edinboro should return the best team but Rick Hammer is no Doug Watts (not an insult, Watts had a 20+ year run of success with both genders,

, that no one in the PSAC is close to matching). That uncertainty makes the team race a crap shoot. There are no favorites, and it will probably be the weakest winning team of the last 5 years that walks away with the title.
Pre-Season Top 5:
Cal - if the depth is there, they could run away with the title in a down year
Ship - The 10 person recruiting/transfer class is deep and talented
Seton Hill - Last years near miss was great motivation for summer training
Rock - Powis, Picot, 8 freshmen - this could be the surprise team of the season
Mansfield - an honorary ranking
