Heart rate accelerates in response to the themogenic demands that rising temperature and humidity cause. Superficial blood vessels dilate allowing blood to flow near the skin's surface (sweating accelerates too and heat is lost). Blood volume in the primary circulation is consequently diminshed (due to some superficial blood flow), and heart rate does increase because cardiac output must be maintained.
Running at a higher heart rate when the temp and humidity has pros and cons. An appropriate stimulus of primary muscle fibers used in running is one key to improving functional capacity, and running slower in hot and humid weather diminishes the local muscle intensity level. (Intensity is a key for muscle fiber improvements.) However, running fast in hot and humid weather (resulting in higher heart rates) may increase you chances of heat stroke (i.e., circulatory failure).
For a competitive runner, it may be necessary to run along at the same speed as in colder weather and experience a higher heart rate. If you do this, be careful not to dehydrate!!!
