My 200m time is around 32.4 seconds, and my 100m time is around 15.6 seconds. The two best girls in my grade (who are directly ahead of me) do 13.68 and 14.78 second 100m, and those same two girls run 28.65 and 31.11 second 200m. How do I get to their level, or just improve my time in general?

What you want to do is running that is specific to your event. But first do a complete warmup: If it is warmer than 50 degrees you can do a 1/2 mile jog warmup, short running drills, strides of less than 60 meters (with walk backs), etc. The first day do sprint-float sprint 3 X 200 at progressively faster times: 40-38-36. You run the first 100 at about 400 pace, the next 50 increase to your 200 pace, and the last 50 try to emulate your 100 pace.
Always warmup well each day and walk for a good distance after you are done with the workout. The second days you could find a gradual hill that is not longer than 100 meters. Do 3 X 100 uphill aiming for 400 meter pace. Then do 3 X 100 downhill aiming to go faster each rep. Your last rep should be faster than your 100 pace.
***Of course over several months you want to increase the number and times for your workouts. The above might be a good start for you, if it is too difficult, do something different!
Every third day take the day off. If you are bored and want to do something, play another sport or go for a long bike ride with friends.
