Just move to SF. It will change your life. Go into debt if you have to, LRC.

Can’t think of anywhere worse. Paying incredibly high rent and real estate prices for the privilege of dodging homeless lunatics high on whatever.
recently did this. its nice, too many hills though and keeping a high paying job means not as much time for running and women. nyc austin or chicago also are good candidates although austin is in my opinion too hot
OP, I think that’s a bit much. Not every runner in their 20s is interested in military service let alone going the SF route.
That kind of diktat prompting young people to march in lockstep always works wonders.

Austin is now 10 pounds of potatoes in a 5 pound sack. That ship has sailed.
Could the average 20-year-old afford to live in san francisco? LOL, no. Skip the Fantasyland policies, the Vagrants, closed businesses, and everything locked up at the local cvs/walgreens/whatever.
Let me tell you something, Jack wrote:

There is also only 1 place to run.
Most good runners look for elevation

SF has great places to run, yes. I'm not sure that every runner should move there for that reason alone - this is not unique to SF.
The rest the factors you list are irrelevant to running. What if a runner were already married, didn't care about money, and didn't study anything related to AI or tech (which is probably in a bubble btw).

Apparently not even much higher than average salaried twenty somethings can afford to live there. A few years ago there was media coverage of tech employees living out of their cars because rent and utilities are so expensive. San Francisco has always been this leftist utopia fantasyland like you mentioned when in reality it’s more of a dystopia of horrible progressive policies from a socialist ineffective bureaucracy.

I love SF, but points #1 and 2 are false.
i spent the majority of my 20s in SF and i couldn't disagree more. unless you have a high paying AI job FIRST don't bother.
love life? the city is a sausage fest. dating is tough because the market is over saturated with men.
financials? cost of living is one of the highest in the nation. tax burden is also one of the highest in the nation
qol? in SF proper, poor to abysmal. even in "nice" neighborhoods be ready to dodge human refuse. used condoms on my car, uncapped used needles in the safeway parking lot, NO THANKS!
culture? i mean i guess if you like the vapid emptiness that is tech-bro culture then yeah you're in for a treat.
I moved last year from southern California to SF and I've been very impressed with the running. It helps that I live just up the hill from Golden Gate Park but I've also enjoyed runs through the Presidio, around Lake Merced, or by the marina (all without a car). I can't vouch for the cost of living or high paying tech jobs (especially now with rounds of layoffs and AI automation) and since I'm in my early 30s I haven't been doing much to strike out and meet new people but there are plenty of good looking women around! That being said basically everyone I see whether it's running or taking the Muni into the city has headphones in 24/7 so I can't imagine actually trying to meet someone. I'm also not helping this as I've converted to having airpods as essential running gear now!

I lived here 2 years. I understand everything your'e saying and think they're valid criticisms except for the dodging human refuse part.
This isn't LA: or 2000-2022. Homeless taking over the city really isn't an issue. If you're in a residential part of town it's a minor issue. Where did you live? I'd say anything west of Van Ness homelessness is barely an issue.
Housing is crazy expensive but that's because there is limited supply.

Oh okay. I’d housing is only expensive because of limited supply, that’s fine then.
