Ummm, what? I correctly answered your question ("Do you really think they ban people for such short amounts of time?"). No more, no less. So yes, I'd say my examples are 100% relevant: they do ban people for such short amounts of time, e.g. for weed + forbidden acne ingredients. I never said anything about what I think about Tuohy.
Bracy and Roberts are relevant because their bans were also short-ish. Longer than 7 months, but arguable only because one was for three offenses at once, and one was longer because it was the 2nd offense.

A ban is punishment. It is designed to deter the offender from offending again. It is also designed to warn others against going down the same path. A "silent ban" doesn't accomplish either goal. So, most likely, the answer is "no."
People said the same thing about Michael Jordan when he retired the first time. He was at the top of his game, so rumors spread that then NBA Comissioner Michael Jordan was given a "silent ban" because he was gambling on NBA games. But Jordan gave a very good reason when he announced his retirement: his father had just died (he was murdered) and he felt that he had accomplished enough as a player and wanted to move on. Everybody knew that Jordan was a gambler, and there was no evidence that he ever gambled on NBA games.
That is a new question. Bracy's ban was a silent one for over 20 months (leaked by Rae, then confirmed by USADA); Richardson's was not; the others I don't remember.
I do remember that Ngetich's ban was kept silent for several years. Of course by definition there are no examples for silent bans that were kept silent forever.
So: yes, silent bans exist, and yes, bans shorter than 7 months exist.
Having said that, I don't think Tuohy had a silent ban.
