But if I was him I'd throw it out. I've always said, "For some people, running in hot weather and not hot weather is almost like two different sports."

Yes. This is right. He has raced a lot and the races he has done so far were not fast. I would be a little worried that he'll be cooked by the end of the season at this rate.
BTW, The heat is a total game changer. If you have raced in 100 degree heat, you know how badly it can impact you.
Personally, I have also raced in Europe a lot and that first week after arriving is just brutal. It is almost best to race the very first day after you get there because day 2-3 are horrible...
