Here's a recap:
It was perfect weather, about 45 degrees, overcast, light breeze, light rain at the end.
Cabada was at the front of the lead pack from the start. They went through the mile in 5:05, two in 9:56, three in 14:54 with a huge pack of about 25 guys. Julius Kibet threw in a 4:40 for the fourth mile and dropped everyone except Laban Moiben, Emmanuel Korir and Cabada. Ryan Shay was second American and 7th overall when those four broke away. By 7 Moiben had dropped off, then Korir fell back shortly after that.
Kibet and Cabada hit halfway in 37:22 (1:14:44 pace), then they were stride-for-stride over the hilly portion of the course. Cabada looked relaxed and was looking around, talking to Kibet occasionally. Kibet appeared to be working pretty hard by 12 miles or so. They hit the half marathon in 62:48, and right after that in John Ball Park, Cabada put the hammer down and dropped him. He still looked pretty relaxed at that point, and cruised home in an AR 1:14:21.
Splits: 5:05, 9:56(4:50), 14:54(4:57), 19:35(4:40), 24:20(4:45), 29:03(4:42), 33:46(4:43), 38:24(4:37), 43:10(4:46), 48:00(4:49), 52:43(4:42), 57:32(4:48), 62:17(4:45), 66:52(4:35), 7:27 for the last 1.54 or whatever, final: 1:14:20.85.
Cabada afterward: "I was pushing the pace the whole way, I think I was the aggressor going into the race. I didn't want to be like normal Americans and just kind of go along for the ride. I could've just got second or third and been first American...but I was like 'you know what, how about I try to make a statement here and beat this guy [Kibet].'.....When I first got here, I felt insulted; I wasn't even announced as an elite athlete. When I walked out I said 'isn't that funny--how are you not going to introduce the guy who's going to win the race tomorrow?' I didn't really know I was gonna win...I just was kind of mad. I just said I was gonna win on the American side."
Very, very impressive race by a 24-year old. With his stride, he should make the jump to the marathon pretty smoothly when he wants to. Old AR was by Ed Eyestone from 1991, 1:14:38, although Greg Meyer had run 1:14:29 and Herb Lindsay 1:14:08 in this race in '79 and '81. Assuming the course was uncertified back then, which would explain Eyestone having the 'official' AR. 1:14:21 equates to approximately 2:09:30 for 26.2.

why was Cabada not considered a factor, and snubbed at the elite announcement of athletes? Is he out of college?

I agree. He did run a 28 something at Stanford or Mt. Sac recently so he should fdefinitely have been announced as en elite competitor.
