As hotels and other businesses open, the newly trained workers are brought back and returned to live and work in the newly rebuilt Gaza. Over time, the investors are phased out (typical venture capital expected return is 5:1 on initial investment, depending on timeframe). Eventually everyone is brought back, ownership is shared amongst all the Gazans via the wealth fund which is now 90% Gazan/10% US. The US and foreign investors exit. Upon our exit, we provide security guarantees (logical to protect our 10%) so that the Gazans don't need to have a military, which stops Hamas from attacking Israel.
Now try again, but replace Gaza with Israel and Palestinians with Jews. Can you imagine the outrage if the US President suggested such a thing?
