Hoey’s PB was 3:38, not 3:48, which is not to say his progression isn’t suspicious. I get that talent never goes away, but 1:43 after six years of 1:47/1:48 doesn’t look right.
If I’m correct these kids skipped college, went pro, and were coached inconsistently but almost entirely by their wealth manager father with zero experience until they started being professionally coached a year or two ago.
This is exactly the type of progression you would expect given that history.

On April 2, 2024 his PB was 3:48.35. Yes, he improved that PB later in the month to 3:38.63.
…also, as someone else pointed out, he ran a 4:00.57 mile in 2019. But then, he ran 4:07 in 2020, 4:03 in 2022 and 4:05 in 2023.

Unless Hoey is now being coached by Coach Carter and Mr. Miyagi, no coach can account for these drops. His results are quite literally on par with the Tigst Assefa and Ruth Chepngetich progressions in the marathon. I don't know anyone who looks at his times and say 'hm, this checks out!'
Innocent until proven guilty, I say. According to T&F News, Hoey had bounced around between "6 or 7" different coaches in a 6 year period until Fall 2023. I believe he had been training with Empire Elite in NYC (Coaches Nohilly and Trautmann?) at some point but I could be wrong, and I have no idea who the other coaches might be. In any case, bouncing around between so many coaches and so many different training styles is certainly going to stall progress and I think is probably a big reason he stagnated for so long. He has clearly always been talented and grew up training with his brothers who are/were also talented. All that to say, I certainly don't think we have some smoking gun here and is not nearly as suspicious as Katir.
Look, even if we overlook his sudden 1:48 to 1:43 (and what looks like 1:42 ability in 2025) improvement and attribute it to the new bicarb system, it's his progression in the longer distances that leaves a sour taste in my mouth. From unable to break 4 flat to a 3:52 last year and now a 3:33 1500? Not to mention his astronomical 1000m jumps. I don't care if he's got a new coach, blah blah, but this superhuman improvement in the longer distances for an 800m/mid distance runner is a hallmark of past cheaters like Ramzi. He also shares similarities to Katir, who was shaky in the 1500m because he lacked speed but nigh unbeatable in the 5000m because of EPO.
Why would you hate your own country men and women like that? Do you see Kenya, China, Russia, Jamaica humiliating its own athletes like that ? This is the reason America is falling down the gutter. No pride and full of self hate and loathing. Your favorite golden boy runner was not clean in the best shape of their life.
He ran a 1:43 as a strength based 800m runner - I'm not surprised he just kept on training, stayed health, running at altitude with a singular focus on running.
We will see if he can hold the fitness for the season, but I won't call him a classic doping case.
