No, benching your weight is enough for the purposes of running, even for a male. Certainly this is true if you race the mile or anything longer. For sprinters this may not suffice.
Agreed. I enjoyed power lifting, but it’s not really impactful for running. I could bench press 275# for eight reps in college and a while after while doing triathlons (weighed 160). The upper body muscle probably hurt my running. Hurting my back while squatting 375# for 10 reps definitely hurt my running. The old me would tell the young me to take it easy on the heavy squats and be kind to the lower back.
I would find it pretty weird if he couldn't bench 165. How in the hell is that "strong"?
Bodyweight bench press has been a strength standard forever, with 1.5x bodyweight marking an "advanced" lifter
Hocker can't weigh more than 155 max so a bodyweight bench is nothing to sneeze at, especially considering he's not doing any kind of heavy upper body work regularly

I've been lifting in Nike Free RN for years. They don't wobble all over the place. Perfectly good for lifting unless you're doing hundreds of pounds, though it's possible it contributed to long term damage to my knees

I work at a school and not a single 12 year old is touching 165 unless they've been training hard and already is hitting puberty

The idea that you're super weak if you can't bench 225 is all over the internet. Maybe 20-30% of lifters can do that, and most are a lot bigger than a distance runner. On most high school football teams, you will only find a few guys under 180lbs who can bench 225. Most distance runners also are biomechanically disadvantaged for benching since they tend to be long limbed. The best benchers are built like a t-rex.
A couple data points:
I went to college with a low 51s 400 hurdles runner/soccer midfielder. I remember being in the weight room and watching him fail after 5 or 6 reps of 135.
Also, I coached a female 4:45 miler--the strongest female distance runner I've ever coached. She was a former gymnast and could do over 10 controlled full range of motion pullups. She would sometimes bench during summer and winter general prep. The most she ever did was 115 for sets of 5--more than her bodyweight, which is super strong for any woman, especially a teenaged runner.
