At this point with Rojo, I think there are really two options:
1) He's playing 4D chess, creating an elaborate doofus persona. Someone who doesn't follow through on what they say, has mis-informed political views, doesn't pay a lot of attention to details, has terrible spelling, but just enough intelligence and wit to lure people in and bother paying attention to him. He's done this all to enrage his audience and generate rage-clicks to enhance his income with minimal effort.
2) He's just incompetent
