I'd be very surprised if it went ahead as planned at this point. They have only just started cleaning up and recovering the dead (thousands are missing in the region), and I doubt the city will have it's infrastructure adequately repaired to host this event with just 27 days to go until race day.
We had unexpected severe flooding in my corner of Germany a few years ago and we are still rebuilding. Races are back as are all basics of course, but it's a long process dealing with planners and insurance (ie. rebuilding but only in areas that won't suffer the same damage again, infrastructure needs to be completely rethought, and so on).
