I personally feel like it is nearly impossible for Kipchoge to be a doper. He was one of the greatest teenage runners of all time and has passed hundreds of drug tests over the years. He has a history of performing well at major events where he knows he will be heavily tested. And he has zero incentive to ruin his brand which he should be able to milk for decades after his retirement.
I believe that the "we" means that he feels partially responsible for the doping problem in Kenya because he considers it part of his job to set a good example for young athletes.
