No, you don't have to be without legs. You qualify by lack of leg function, not by lack of legs. In some cases they do have complete legs and essentially fold them into that space behind the front wheel. It can be a bit jarring, not to be rude... when you see how strong they are in the upper body, with broad shoulders, and then their legs are like bones.

I agree the coverage sucks, even Eyestone isn’t all that great. The lead women an might be under 49 minutes for 10 miles. Lead woman ran the fastest half marathon on US soil, but no time given
