This is 100% the type of guy who drives like shiit and yells at you for being a ducking moron when he rolls a stop sign, usually with a pedestrian crossing, or drives through a red and yells at oncoming traffic.
This is the correct answer. Go join a club that doesn't allow this if you're so upset. It looks like he finally gave up, sat down, and watched the race.
The funny thing is the mulligan. Dude, just mark your ball and get out of the way until they run through. If you allow yourself a mulligan, you're clearly not taking the round seriously.
Anyway, my guess is the guy has something else going on in his life that may be taking a toll on him. Maybe his wife is sick. Maybe she died and he misses her. Maybe he worked too much and has no relationship with his kids and he regrets the way he prioritized work over family. You just never know what people are going through.

My team was warming up, running down the fairway and one of my teammates got hit in the back of the head with a golf ball. Despite literally hundreds of kids running around, this group of golfers decided they were going to play their round I guess, teed off and hit my teammate. In fairness, I have no idea why the golf course allowed any golfers out on the course that day, unless these guys were banditing their round.
My kid ran a meet every year on a course in a park where a few dozen folks would set up lawn chairs to see the start and finish.
The last 800 meters ran straight through this area where everyone was seated, and every year runners would invariably run into older folks trying to stand up or get out of the way. I was there every year and failed to get video, sorry!

Tee times are scheduled and you typically do have to check in at the clubhouse. So it is quite odd for a club to schedule a tee time for before or during the race knowing a race was blocking a portion of the course. And you can't take for granted the timing that you can start a round during the race and it'll be done by the time the player/group gets to that hole.
Once you get to a certain age in life you really stop caring what people think because you realize just how temporary life really is. Up until 40 you're thinking of ways to continually get in good graces with everyone because you only focus on climbing the social ladder...then after 40 when the inevitability of the fleeting nature of life hits you (signaled by your body going into a gradual irreversible decline though the rate of decline varies obviously)...you really just stop caring about what others think. Your priorities will change significantly and you'll look at those strapping indivuals in their 20's and 30's in the prime of their life and say to yourself "If only they knew how meaningless all of the CrossFit, fitness, etc is...your body is going to deteriorate anyway"...if only they knew.
Why would anyone want to play golf at the same course every day in the first place? That's like playing the same level of the same video game every day. Seems like a little variety would be a good thing.
Some people get old and just want to do the exact same thing every single day. I’m old but haven’t reached that stage yet, I truly don’t understand it. I get “the comfort of routine” but most people still mix it up once in a while. …or it could be autism or something. Maybe both possibilities in combination.
