No he isn't suppossed to call other athletes illegitimate. The NCAA should fine him. Imagine somebody saying that a particular race of athlete is illegitimate? Or imagine saying that any athlete over 22 is illegitimate? He has to follow the rules. Saying that others are not, should not be allowed.
The rules should be a limit of 2 international runners per team and a maximum age of 24.

Not going to happen. Student-athletes are still students. There is no maximum age or Nationality requirement for College. When (if) College is deemed a Professional environment, then this might happen, but then the NCAA for sports will become defunct.
Secondly, if recruiting (like a draft) was on an equal level it might have a chance. But that is not the case. Internationals are more likely to take a scholarship at schools many Americans turn their nose up at - I know a coach who can't get top Americans to his location (even with a scholarship) so must take Internationals and in-state athletes. The top kid from his city went to Stanford last year (as many want to do), heck some would walk on (or get partials) just to avoid certain states and schools. Until that mindset changes (if it does) some coaches (who want to be competitive) will do what the rules allow. There isn't a difference between a white Canadian or black kenyan when it comes to this, the school sees them as the same (unlike many posters on this board).
Perhaps you should go get your own collegiate program and win with shaky 18 year old athletes who will leave your program once they find out your dislike for winning.
Pulling in established East African runners seems like an ugly way to win. New Mexico, Oklahoma State, Iowa State, Arkansas are all teams that I have very little respect for. Especially 25 or 26 year olds competing.
1 or 2 import hired gunman is one thing, but a roster full is another, so AGREED.
It is amazing how unreasonably offended some of you guys get over foreign nationals running on NCAA teams. Foreign runners are, like US and Canadian kids, just trying to use their talent as a way to afford an education while competing in a sport they enjoy.
