Yes, provided that the meet is truly open. The meet must not be labeled as an invitational, and must be operated and advertised as an open meet...meaning anyone who wants to show up, pay the entry fee and compete can do so. The athlete must provide their own transportation, must not wear any team issued shoes/uniform, etc, and must pay their own entry fee.

If it is scored she CANNOT race. She will lose a year of eligibility. DO NOT race her if it is scored. Just because it says "Open" it does not meet all the criteria.
